Tosfos points out that according to R’ Meir and R’ Yehuda the prohibition of Shehiya (on exposed coals) applies even to something with is fully cooked and is ‘mitztamek vera lo’ (the over-cooking is degrading it). Since no positive cooking experience is taking place, what can be the reason for this prohibition?

In the last Perek we learned about the Issur of Hatmana (wrapping food with a heat-emitting substance), even though the food will not cook any more. The reason for that Issur is to refrain people from using coal, which is Assur because of the chance that one would stoke the coals.
This is the way of Gezeiros, to make a broad and clear Issur that will remain unbroken and well understood.
