First of all, we know that Chazal usually round off their Takanos and Gezeiros. When they prohibit wearing bells around the neck, it is not connected to the reason. It is a blanket Issur.
In our case there is more to this. Tosafos said earlier that actually there is always a problem of something coming off, and only when it is sewed into the clothing we don’t make him take it off, since it will most probably stay on anyhow. Tosafos said that for the slave badge, being not that common, we do make him take it off. So, to wear a band specifically for its bells is obviously not like wearing clothing that has bells as part of its design, and it is therefore worse than the slave badge that is sewed into the clothing.
